Running to a standstill
Why is India talking to Pakistan if the ground realities have not changed, asks Sheela Bhatt
India’s assessment is that despite the land- mark 18th constitutional amendment enacted by Pakistan’s parliament, Pakistan army chief General Ashfaq Parvez Kayani — and not the civilian government — calls the shots in Islamabad. And yet, 2010 has
seen the calendar chock-a-block with India-Pakistan engagements.

engagements despite the ground reali-
ties remaining more or less the same.
India remains concerned about terror-
ism emanating from Pakistan; there is
no change in Islamabad’s threat perception of New
